The Department of Children, Youth, and Families (DCYF) is accepting applications for a Health Services Administrator (WMS02) to accept responsibility for the interagency and interstate collaboration to plan and implement Medicaid Transformation 2.0, which allows coverage to activate 90 days prior to release from a correctional facility and incentivizes community-based organizations to provide ‘in-reach’ care coordination and enhanced supports when incarcerated individuals are preparing to transition back to the community. This position will administer an initiative that aims to improve release outcomes while enhancing health care transitions to managed care providers who will assist in the continuity of care needed for young people with a high level of individual behavioral and physical health needs.

The Opportunity:
As an agency leader, you will plan, implement, assess, and improve physical and behavioral health care services directly related to the Medicaid Transformation Project (MTP) 2.0 1115 Reentry Demonstration Waiver. The HSA works with other states who have also been granted waiver demonstration project approval to identify best practices and problem solve challenges the department and our partners are experiencing. You will facilitate work with multi-disciplinary teams at each secure facility to develop implementation plans, identify capacity building needs, and establish budgets for utilizing planning and implementation funds available to support the project.
Health Services Administrator duties:- Develop and execute strategies to implement program licensing, professional credentialing, and other program/provider requirements that are necessary to bill Medicaid for eligible services provided by DCYF employees.
- Facilitate analysis of the potential revenue streams that can be generated through Medicaid reimbursement, and provide recommendations for re-investment of savings achieved through this added revenue.
- Additional duties include the assessment of current telehealth capabilities and coordinating upgrades to facility infrastructure in preparation of increasing telehealth demand projected for community health providers. This may include developing decision packages for legislative review to support growing capacity needs.
Under the Reentry Demonstration Initiative, this position works with internal and external partners to plan and implement systems and resources designed to achieve the following scope of services: - Case management to assess and address physical and behavioral health needs, and Health Related Social Needs (HRSN).
- Medication Assisted Therapy (MAT) and Medications for Opioid Use Disorder (MOUD) for identified substance use disorders (SUD) as clinically appropriate.
- Physical and behavioral health clinical consultation services provided through telehealth or in-person, as needed, to diagnose health conditions, provide treatment, as appropriate, and support pre-release case managers' development of a post-release treatment plan and discharge planning.
- Medications and medication administration through pharmacy services.
- Services provided by community health workers with lived experience.
- Laboratory and radiology services.
- A 90-day supply of all prescription medications and over-the-counter drugs, as clinically appropriate, and durable medical equipment, and supplies, provided to the beneficiary immediately upon their release from the correctional facility, consistent with approved Medicaid or CHIP state plan coverage authority and policy.
Required Qualifications:- Six years of experience administering physical and/or behavioral health services that involve Medicaid rule compliance, billing, and information sharing AND Six years of experience with managing state-wide, system-level, or large facility projects or initiatives that involved strategic planning, decision making, and communications in partnership with multi-disciplinary professionals, executive leaders, and external system partners.
OR- Bachelor’s degree in public or health care administration, social science, business administration from an accredited college or university who accreditation is recognized by the U.S. Department of Education and Council for Higher Education Accreditation (CHEA) AND Four years of experience administering physical and/or behavioral health services that involve Medicaid rule compliance, billing, and information sharing AND Four years of experience with managing state-wide, system-level, or large facility projects or initiatives that involved strategic planning, decision making, and communications in partnership with multi-disciplinary professionals, executive leaders, and external system partners.

- Competency with technically and operationally complex written and verbal communication.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Master’s degree in public or health care administration, social science, business administration from an accredited college or university who accreditation is recognized by the U.S. Department of Education and Council for Higher Education Accreditation (CHEA).
- Two years of experience in finance with emphasis in planning, accounting, financial analysis and contracting experience in health care administration is preferred.
- Two years of experience in managing health care professionals to achieve multidisciplinary approach to patient care.
- Two years of experience in development of service delivery systems to meet standards of external regulatory agencies.
- Two years of experience of progressive supervisory and management experience. Knowledge of human resource management, especially as it relates to RCWs, WACs, CBAs, and DOC policy.
