The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

The Georgia Department of Community Health is seeking qualified candidates for the position of Administrative Assistant 2, Open Records Unit with the Healthcare Facility Regulation Division (HFRD). This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.

Job Responsibilities

Under general supervision, the position of Administrative Assistant 2 for the HFRD Open Records Unit performs a wide range of office administration duties for assigned functions or program areas. Duties may be complex in nature and may involve access to confidential information. This position may research, investigate, and/or resolve program data or issues. This position may also draft documentation, reports, or presentations. This position represents the assigned program or unit, providing information and assistance to internal and external customers. Additionally, this position may perform the job duties listed below.

  • Performs a detailed review and analysis of responsive records before disclosure to remove/redact any exempt content such as trade secret data or protected health information.
  • Reviews and analyze requests for public records from attorneys, the media, and other parties.
  • Review requests for completeness and clarity; follow up with requests for additional details if needed.
  • Acknowledge receipt of requests within required timelines and maintain communication with requestors regarding status.
  • Identify, locate, and gather responsive documents from electronic databases, file archives, and department contacts.
  • Coordinate with relevant departments to obtain required records in a timely manner.
  • Review records for exempt or confidential information; apply appropriate redactions following legal guidelines.
  • Ensure all records responses comply with state and federal transparency laws, retention schedules, and privacy regulations.
  • Collaborate with legal counsel to resolve questions regarding exemptions, legal holds, or sensitive information.
  • Maintain up-to-date knowledge of public records laws, agency policies, and procedural changes.
  • The work includes operating standard office equipment (computer, printer, fax, telephone).
  • Reviews and analyzes requests for public records from attorneys, the media and other parties.
  • Provide courteous service while balancing transparency with confidentiality requirements.
  • Prepare and send official correspondence, fee estimates, and final responses to requestors.
  • Assist with special projects, audits and records management initiatives as assigned.
  • Assist the Legal Secretary with demand letters which include drafting and reviewing for accuracy and completeness.
  • Conduct quality control checks of documents uploaded and processed in Laserfiche and Gales Portal to ensure compliance with departmental standards.
  • Receive and process open records payments received in the legal mailbox.

Preference will be given to candidates who have an administrative support background and in addition to meeting the qualifications listed above, possess the following:
  • Demonstrated ability to produce high quality documentation with attention to detail.
  • Strong communication and writing skills.
  • Strong organizational and time management skills.

Minimum Qualifications

High school diploma/GED and three (3) years of job-related experience; or one (1) year of experience required at the lower-level Admin Assistant 1 (GST050) or position equivalent.
