The Clinical Supervisor Intake, Engagement & Community Support Services provides clinical leadership for the agency’s centralized intake and engagement functions and Community Support Program services. This role supports the triage, assessment, and coordination of referrals across internal programs and external community providers to ensure individuals are connected to the most appropriate level of care and support.
The Clinical Supervisor Intake, Engagement & Community Support Services provides clinical oversight to a multidisciplinary team delivering MassHealth-funded, community-based services to individuals eligible for the Massachusetts Community Support Program, including the Community Support Program for Homeless (CSP-HI), Community Support Program for Justice-Involved individuals (CSP-JI), and Health-Related Social Needs (HRSN) Supplemental Housing Services. These programs serve adults with serious mental illness and/or substance use disorders who experience complex medical, behavioral health, and social needs, including homelessness, housing instability, and involvement with the criminal justice system. Services are designed to promote recovery, stability, diversion from higher levels of care, and successful community integration through outreach, care coordination, case management, and
assistance with housing, benefits, and other social determinants of health.
The Clinical Supervisor Intake, Engagement and Community Support Services ensures services are delivered in accordance with Massachusetts CSP regulations, HRSN service requirements, and MassHealth standards. The role promotes high-quality, person-centered, trauma-informed, and recovery-oriented care; and is responsible for oversight, review, and approval of all assessments and Person-Centered Treatment Plans (PCTPs). This role requires strong clinical judgment, knowledge of behavioral health and social service systems, and the ability to support individuals with complex
medical, behavioral health, substance use, and social needs.
The essential job duties/responsibilities of the position include but are not limited to the information listed below:
• Provides clinical oversight and consultation to the agency’s centralized intake and engagement team.
• Reviews and triages referrals to determine appropriateness for agency programs and level of care.
• Supports timely connection to internal services including care coordination, behavioral health, housing supports, HRSN services, and community-based programs.
• Coordinates referrals to external providers and community partners when individuals’ needs fall outside the agency’s scope of services.
• Assists staff in identifying urgent clinical, behavioral health, substance use, housing instability, or safety concerns requiring escalation or immediate intervention.
• Develops and maintains collaborative relationships with hospitals, health plans, behavioral health providers, shelters, primary care practices, and community agencies.
• Monitors referral workflows, intake timelines, and engagement outcomes to improve access and continuity of care.
• Participates in interdisciplinary case reviews and case conferencing. Clinical Supervision and Staff Support
• Provides clinical supervision, coaching, and support to Community Health Workers and other paraprofessional staff.
• Supports staff in engagement strategies, motivational interviewing, crisis intervention, care planning, boundary setting, and trauma-informed approaches.
• Ensures services are delivered in accordance with MassHealth, agency, contractual, and regulatory requirements.
• Reviews documentation for quality, compliance, and clinical appropriateness.
• Assists in onboarding, training, and professional development of staff.
• Supports staff managing individuals with complex behavioral health, medical, housing, and psychosocial needs.
• Promotes staff wellness, safety, and effective field-based service delivery practices. Program Operations & Quality Improvement.
• Supports implementation and ongoing operations of community-based programs including Community Support Program (CSP), Health-Related Social Needs (HRSN), and related initiatives.
• Assists with development and refinement of intake protocols, referral pathways, workflows, and engagement practices.
• Monitors service delivery and support quality improvement initiatives to enhance client outcomes and operational efficiency.
• Ensures compliance with confidentiality standards including HIPAA and 42 CFR Part 2 where applicable. • Participates in audits, reporting activities, and program performance monitoring.
Crisis Response & On-Call Support.
• Provides consultation and support to staff managing high-risk or crisis situations.
• Participates in an after-hours on-call rotation to provide clinical guidance and support for individuals receiving CSP, CSP-HI, and/or CSP-JI services.
• Assists with risk assessment, safety planning, mandated reporting, and emergency response coordination as needed.
• Performs related duties as assigned.
Knowledge and Skills:
• Strong knowledge of MassHealth regulations, including Community Support Program (CSP), CSP-HI, CSP-JI, and Health-Related Social Needs (HRSN) service requirements.
• Deep understanding of serious mental illness (SMI), substance use disorders (SUD), co-occurring conditions, and evidence-based treatment approaches.
• Strong understanding of care continuum design, including pathways across community-based, outpatient, residential, and acute levels of care.
• Expertise in centralized intake, triage, service matching, and access-to-care models within complex human service systems.
• Strong understanding of community resources and referral networks across behavioral health, medical, housing, and social services.
• Knowledge of recovery-oriented, trauma-informed, and person-centered care principles and their application in community-based settings.
• Familiarity with social determinants of health, including housing instability, homelessness, and justice involvement, and their impact on health outcomes.
• Expertise in clinical assessment, risk evaluation, and development of high-quality Person-Centered Treatment Plans (PCTPs).
• Strong clinical supervision skills, including the ability to support staff toward independent licensure and promote reflective, ethical practice.
• Ability to oversee and ensure compliance with documentation standards, medical necessity criteria, and audit readiness.
• Advanced critical thinking and decision-making skills, particularly in high-risk or complex clinical situations.
• Knowledge of care coordination and case management best practices across behavioral health, medical, and social service systems.
• Ability to collaborate effectively with multidisciplinary teams, external providers, state agencies, managed care entities, and community partners.
• Strong communication skills, including the ability to provide clear clinical guidance, constructive feedback, and effective coaching.
• Skill in managing competing priorities, supporting staff in fast-paced environments, and responding to crises or escalations.
• Ability to analyze program data, identify trends, and implement quality improvement initiatives.
• Proficiency with electronic health records and documentation systems.

Typical Requirements:
• Minimum of 3 years of experience working with individuals with behavioral health, substance use, medical, and/or complex social needs.
• Experience supervising or mentoring staff in community-based or behavioral health settings. Knowledge of MassHealth, community-based care coordination models, behavioral health systems, and social service resources in Massachusetts.

Driving Requirements:
Driving is a requirement for this position using either a Vinfen van or personal vehicle. If using a personal vehicle, you must possess and maintain adequate insurance as well as maintain a safe driving record which is subject to annual checks. A valid driver's license must be presented at the time of employment. Incumbents must be at least 21 years of age, have maintained a valid US driver's license for at least six months and must be able to pass a driver's screening background check.
