The Department of Ecology is hiring an Enterprise Infrastructure & Operations Unit Manager (IT System Administration - Manager) (Internal Only) within the Information Technology Services Office (ITSO).

 

Location:

  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.

 

Schedule:

  • This position is eligible for telework and flexible schedule options.
  • You may telework most of your work time with occasional in-person meetings and activities.
  • Schedules are dependent upon position needs and are subject to change.

 




Duties

As the Enterprise Infrastructure Unit Manager, you will lead the team that keeps the agency's servers, cloud systems, data storage, and disaster recovery running statewide, making high-stakes decisions when critical systems go down and planning the next wave of technology modernization. 

It's technical work with real purpose: when Ecology's systems are up and running, staff can monitor pollution, enforce environmental laws, and protect natural resources.

The role sits at the center of an active shift toward hybrid cloud and modern DevOps practices, giving you hands-on experience leading major infrastructure change in a large organization. You'll supervise a skilled team of engineers, manage technology budgets, and work directly with executive leadership, making it an excellent path toward senior IT leadership roles in government.


What you will do:

  • Lead and supervise a team of enterprise infrastructure engineers, setting priorities, mentoring staff, and ensuring continuous coverage of critical agency systems.
  • Manage and oversee Ecology's hybrid cloud, data center, server, and storage platforms, keeping mission-critical systems available, secure, and performing statewide.
  • Direct disaster recovery and data protection programs, including backup integrity, failover planning, and restoring systems when outages occur.
  • Drive infrastructure modernization by advancing cloud migration, Infrastructure as Code (IaC), and DevOps practices to automate and improve how systems are built and maintained.
  • Respond to and resolve major infrastructure incidents, conducting root cause analysis and implementing fixes to prevent future disruptions.
  • Coordinate enterprise infrastructure projects across multiple Information Technology Services Office (ITSO) units, managing workloads, timelines, and resources to keep high-priority initiatives on track.
  • Advise executive leadership and agency collaborators on hosting capacity, storage growth, disaster recovery readiness, and infrastructure investment decisions.
  • Serve as a key member of the ITSO leadership team, contributing to strategic planning, budget development, and technology policy for the entire office.

Required Qualifications:


Nine years of experience and/or education as described below:

  • Experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, enterprise storage platforms (SAN/NAS), backup/recovery platforms, disaster recovery planning/execution, capacity planning / lifecycle replacement, infrastructure resiliency / availability management, project management, or server management.
    Experience must include:
    • Minimum of one year of experience leading IT professionals or directing the work of a technical team, project team, or workgroup. Experience may include serving as a technical lead, project lead, or subject-matter lead responsible for guiding priorities, coordinating work, and supporting staff in achieving outcomes.
    • Demonstrated leadership and supervisory experience overseeing technical or information management staff, including establishing expectations, managing performance, mentoring, and supporting staff within enterprise technology domains such as database management, system administration, and DevOps.
    • Professional experience consulting, designing, programming, maintaining and/or supporting work for moderate or large size organization.
  • Education involving a major study in an Information Technology program or closely related field.

 

Examples of how to qualify:

  • 9 years of experience.
  • 8 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 6 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 5 years of experience AND a Bachelor’s degree.
  • 3 years of experience AND a Master’s degree.

 

Special Requirements/Conditions of Employment:

  • This position is designated as overtime exempt because of its supervisory functions, the range of critical tasks performed by this technology position, and the impact of the independent actions that the position must administratively perform to directly support technology business operations.
  • This position requires training to keep consistent with industry best practices. Leadership works with industry leaders to forecast changes in information technology and lists required training in this position’s yearly PerformanceDevelopment Plan (PDP). Staff within this division are provided two (2) hours per week for training. It is expected that this position will take what is learned in their training and apply it to their daily work.
  • Must be able to provide transportation to and from office or offsite trainings or assignments.

 

Desired Qualifications:

  • A Bachelor’s degree with focus on computer science or project management. At least two of the four years of experience should be within the last 4 years.
  • At least one (1) year of recent experience as an IT manager or team supervisor, which may be attained concurrently with experience listed in required qualifications.
  • Education and knowledge of environmental sciences and supporting science based business areas.
  • Professional level experience in cloud operations, cloud migration, and/or Artificial Intelligence.
  • Experience supervising, leading, mentoring IT professionals in team and individual capacity.

Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology’s mission.

Section Mission: The Infrastructure and Optimization (INO) section delivers and operates the technologies and services that enable Ecology staff to perform and improve their work and deliver innovative services to the residents of the State of Washington. INO is focused on the planning, design, development, implementation, and maintenance of Ecology’s agency-wide technology platforms that all applications and services operate on. This section provides services to all staff in the areas of desktop technical support, Help Desk, Regional Information Technology Services (RITS) for field site technology support, cloud, servers, storage, managed print services, and unified communications support and services. This position is a management level position that oversees the Enterprise Platform Services unit.
