Job Summary

Under general direction, is responsible for performing professional human resources work in the Recruitment Division of the Human Resources Department. Individuals in this position exercise independent judgment and perform assignments consistent with the policies and goals of the department. May exercise supervision over assigned staff.

Primary Work Location
City Tower - 100 W. Houston Street, San Antonio, TX

Work Schedule
7:45 a.m. - 4:30 p.m., Monday - Friday; Occasional evenings and weekends required.

Essential Job Functions

  • Assists in the development and implementation of marketing strategies to advance the City of San Antonio brands throughout diverse markets and professional communities and to promote each city department as a prime employer of choice.
  • Partners and coordinates with hiring managers to identify department needs and trends in order to source the best talent to fulfill position needs.
  • Establishes and maintains candidate eligibility lists by reviewing applications, resumes, and credentials for appropriateness of skills, experience, and knowledge in relation to position requirements.
  • Extends offers of employment to selected candidates under the direction of the department and within the guidelines of the City's compensation policy.
  • Maintains a network of contacts and cost-effective recruiting resources to help identify and source qualified leads and recruit the very best candidates. 
  • Participates in external recruitment efforts, including job fairs, outreach events, and promotional activities to provide complete, accurate, and inspiring information to candidates about the City of San Antonio and its employment opportunities.
  • Prepares reports, presentations, program plans, and statistical analysis utilizing Microsoft Office Suite.
  • Researches and analyzes data to obtain information for formulating projects, plans, surveys, reports, strategies, forecasts, and trends.
  • Assists the Human Resources project managers and coordinators with projects and special assignments.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university with preferable coursework in Human Resources, Public Administration, Business, or other related field.
  • Valid Class 'C' Texas Driver's License.
Preferred Qualifications
  • Two (2) years of experience in Human Resources recruitment utilizing proactive recruiting and outreach techniques.
  • Knowledge of SAP.
  • Knowledge of NEOGOV Applicant Tracking System.
  • Knowledge of Microsoft Office Suite (Excel, Access, Word, PowerPoint, Teams).
  • Bilingual in English and Spanish (speak and write).
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of and familiarity with related employment law and policies, such as the Fair Labor Standards Act, Equal Employment Opportunity, and the Americans with Disabilities Act.
  • Knowledge of statistical analysis methods and basic mathematical skills.
  • Skill in utilizing personal computers and associated MS Windows- based software applications (e.g. Word, Excel) in the completion of assignments.
  • Ability to communicate clearly and effectively.
  • Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
  • Ability to set priorities and meet deadlines for specific projects.
  • Ability to conduct necessary research in a timely and comprehensive manner.
  • Ability to plan and coordinate complex assignments, utilizing additional staff if necessary.
  • Ability to interact effectively and professionally with a wide variety of people on a daily basis.
  • Ability to perform all the essential functions of the position, with or without accommodations.
