The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Human Resources Analyst Senior (Human Resources Operations Lead). Under direction of the Division of Benefits and Medical Eligibility, Human Resources Administrator, and Operations Manager, this position exercises independent judgment in the coordination and administration of all aspects of employee personnel and classification actions to ensure compliance with DES policies and federal and state regulations, while providing instruction, guidance and excellent customer service to employees, managers, and human resources professionals. Provide accurate and consistent interpretation of Federal and State Personnel laws, Department of Administration rules and DES policies and procedures. Work very closely with the DES Human Resources Administration (HRA) Operations, Classification/Compensation, Benefits, and Talent Acquisition Units on complex issues of confidential nature.

This position may be available for remote work within Arizona (one day per week in the office/hoteling).

Job Duties:

Essential Duties and responsibilities include but are not limited to:

  • Senior subject matter expert for Classification and Compensation for the division. Serves as the lead specialist for all personnel work within the division. Provides expert level technical analysis and review, guidance and training to other professionals within the division. Conducts quality assurance reviews for all personnel, classification and requisition actions submitted. Conducts salary analysis.
  • OnBase all actions to DES HRA for processing into AZ360 within established deadlines. Follows up on outstanding items requiring action by HRA or DBME. Pends all actions uploaded to OnBase for quality review; notifies HRA if actions are not input timely or accurately. Maintains confidential records/documentation related to all personnel actions; maintains all DBME employee’s personnel files, both active and inactive.
  • Prepares updates, establishments, and reallocation packets for submission to HRA based on AD's request and division needs. Reviews and completes PD requests submitted by Hiring Managers, Management, and Field HR Business Partners; confers with requester on items that may need clarification. Tracks all PD actions submitted to HRA for timeliness and completion. Completes special projects as assigned.
  • Reviews and submits Hiring Request Forms for approval and forwards them to Talent Acquisition; ensures positions are authorized to fill; reviews for accuracy, checks for updated PD on file. Responsible for the upkeep and maintenance of the division's official organizational charts and input of all supervisor changes into AZ360. Works closely with a variety of entities, HRA, Payroll, other personnel agencies/offices.
  • Serves as a Performance Management Administrator: reviews reports relating to evaluations completion for the division; contacts liaisons and managers regarding evaluation completion; assists supervisors and managers with evaluation related issues, including deleting, updating evaluation dates, reverting or pushing evaluations in the evaluation system. Division timesheet proxy. Division lead during the state's annual Open Enrollment, I-9 verification and OnBoarding process.
  • Meets with DBME Management and Liaisons to discuss and resolve any outstanding personnel actions. Handles confidential HR actions for the Executive Leadership Team, which include the Assistant Director's Office, Business Office, Systems, etc. Attends all ADOA and DES training, workshops and meetings that relate to the assigned position.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Federal and State laws, rules, regulations and procedures and ADOA and DES rules, policies and procedures related to work assignments.
  • ADOA classification/compensation guidelines.
  • ADOA salary structure.

Skills in:

  • Reading, interpreting, understanding and implementing department and administrative policies and procedures.
  • Researching, collecting, analyzing, editing data and reporting information and independent problem-solving and decision-making in the area of assignment.
  • Handling daily demands, changing priorities and adapt to rapid changes in workload as required.

Ability to:

  • Work independently while functioning as an integral part of the unit's structure.
  • Listen attentively to customer needs and provide appropriate, timely responses and guidance and provide professional customer service to both management and customers.
  • Demonstrate continuous effort to improve operations, decrease turnaround times and streamline work processes.
  • Maintain sensitive and confidential information and exercise a high degree of discretion and independent judgment and review issues and make well-reasoned and fully supportive recommendations within the framework of laws, rules and regulations.
Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor’s Degree in Human Resources or closely related field.
  • Two (2) years’ experience as an Intermediate Human Resources Analyst or equivalent experience.
  • Relevant HR Certification.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
