Special Note: The posted salary is the full salary range of the position. The anticipated salary upon hire for new employees in the position will typically start at step one of the eight step salary range unless there are special exceptions in accordance with the Housing Authority Personnel Rules. 

Definition: Coordinates and executes relocation activities for residents in the Housing Authority’s public housing developments and other HACLA-owned properties; provides clerical support to the management staff of a department.

Characteristics of the Class: Positions allocable to this classification work under general supervision to provide coordinated relocation (emergency and non-emergency) and hospitality assistance related to relocation activities for residents in the Authority's housing developments.  Performs a variety of routine clerical support duties for management staff requiring a working knowledge of subject matter including office organization, typing, filing, scanning, answering telephones, customer service and other related duties as assigned. This classification is distinguished from a Management Clerk by the scope of related activities and responsibilities involved in relocating residents.

Examples of Essential Functions:

  • Respond to requests to relocate and/or find temporary hotel accommodations (if required) for residents in need of emergency or non-emergency transfers; 
  • Coordinate, schedule and execute all related relocation activities for residents such as booking hotel reservations, communicating reservation details and hotel location, assisting with their check-in, etc.; maintain an open line of communication with residents at all stages of the relocation activities process;
  • Provide transportation and/or food vouchers as approved by the Department Administration/Management;
  • Coordinate and schedule services with moving companies, site manager and LAPD; if needed, the transportation of residents’ personal belongings and furnishings; 
  • Maintain an open line of communication with relocated residents, HACLA personnel, and 3rd party service providers at all applicable stages of the relocation activities process; ensure all needed information is relayed accordingly and appropriately;
  • Ensure related relocation activities and services are performed and rendered; retain and process invoices and receipts; maintain relocation information database;
  • Assist in the non-emergency coordination and execution of other inter or intra transfers as necessary;
  • Assist Department Administration/Management with notifying and disseminating information to residents of pending construction activity that will be impacting them; notification methods include but are not limited to meetings with the Housing Resident Advisory Committee, Resident Councils, other resident groups and task force meetings;
  • Coordinate and establish hospitality office suites for residents’ use during construction projects that may require them to be out of their unit(s) during the day and/or longer;
  • Acquire supplies and maintain inventory of such supplies (furnishings, appliances, and food) for use in the hospitality office suites; 
  • Perform a variety of routine clerical support duties such as screening and answering telephone calls, directing and providing desired information, receiving, reviewing and routing incoming correspondences, and responding to email and portal communications; 
  • Reads and routes incoming correspondences such as emails, facsimiles, and/or letters, draft replies as needed, composes emails, letters and/or memoranda independently or from verbal instructions;
  • Type letters, memoranda, reports, and other correspondence;
  • Assemble data for meetings; prepares monthly activities status reports;
  • Establish and maintain a filing system for correspondence, reports, and other materials
  • Assist with coverage for the Application Center’s public window at the Authority’s main office’s lobby or any other in-person communication as necessary or needed. Performs other related duties as assigned.

Knowledge, Skills & Abilities: Knowledge of HACLA relocation program and techniques; public housing resident culture, needs and issues; customer service principles and practices; ability to organize and coordinate assigned relocation program activities; read, understand, apply and explain established policies, procedures, rules and regulations; recommend effective course of actions; ability to handle stressful situations appropriately; gather and compile information, and prepare reports; ability to communicate information clearly and concisely both orally and in writing; standard office procedures and processes, including data entry and typing skills. 

Minimum Requirements: Any combination of training, education or experience which demonstrates the potential ability to perform the duties of the position; this includes High School Diploma or GED; one (1) year of experience performing community relations duties and two (2) years of office support experience including office organization and typing. Good written and verbal communication skills are required. 

Special Requirements: Must possess a valid California Class "C" Driver's License. 

Overtime: On rare occasion, relocation activities may occur after work hours. On such occasions, overtime will be available. 

EXAMINATION 
Applications will be reviewed for relevant experience, education and training. Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination.  Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List".  Generation of a Certified List does not mean that there are any vacant and available positions at this time.  The Certified List will be available for not less than 12 consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON April 27, 2026  If you are invited to the examination process, you will receive an email from  careers@hacla.org NO LATER THAN Monday, April 20, 2026. This will be your only notice. There will be no changes to the date(s) of the examination.
