The City of Mountain View is seeking a collaborative, strategic, and service-minded Senior Human Resources Analyst to join our Human Resources team in a two-year limited-term assignment.

This is an advanced journey-level role in the HR Analyst series, intended for someone who can work independently, exercise sound judgment, manage sensitive matters with discretion, and deliver results across multiple HR disciplines.

HIGH IMPACT SCOPE

Depending on division needs and your strengths, you may lead and/or support work in the following areas:

Recruitment & selection

  • Lead full-cycle recruitments from planning through hire, including announcements, outreach, structured interviews, and selection tools (tests, performance exercises, assessment methods).
  • Develop recruitment strategies that expand reach and build diverse candidate pipelines, especially for hard-to-fill roles.
  • Partner with hiring leaders to improve the hiring manager and candidate experience—clarifying expectations, streamlining steps, and strengthening selection quality.
  • Support the rollout and adoption of new recruitment/HR technology tools, including workflow improvements, automation, templates, reporting, training, and change management.

Employee relations, investigations & labor relations

  • Manage complex, sensitive employee relations matters, including investigations involving harassment/discrimination/misconduct; recommend appropriate corrective action and support disciplinary processes.
  • Support labor relations efforts, including research and participation in negotiations and grievance/appeals strategy.

Training, programs, analytics & special projects

  • Coordinate and deliver training using internal resources and outside consultants; help shape supervisory training.
  • Conduct statistical research and analysis on HR topics; prepare written reports for leadership.
  • Lead special projects and manage vendor/consultant work when needed.

The Human Resources Department is a collaborative team of dedicated professionals committed to supporting the employees who serve our community.

Our team includes Human Resources Technicians, Human Resources Analysts, Senior Human Resources Analysts, an HR Manager, and the Human Resources Director, working together to provide a full range of HR services across the organization.

We operate with a lean but highly engaged team supporting a large and dynamic organization.

WORK SCHEDULE AND SALARY

We love our amazing team, and we want to see a fantastic face in person. This is not a fully remote role. That said, flexibility matters. This position typically works three days per week in the office, with a hybrid schedule and the option for a 9/80 schedule.

The control point for this position is $153,000 (midpoint-market target). The full salary range is $122,366 - $183,549 and is posted to comply with California law. Because this is a two-year role, we are prioritizing candidates who can deliver at a high level quickly. Compensation is flexible within the range based on experience, specialized expertise, and internal equity. This is a non-represented, exempt position.

MINIMUM QUALIFICATIONS SUMMARIZED

Two years of recent, increasingly responsible analytical experience in personnel administration within a local government personnel/employee relations office. Lead or supervisory experience is highly desirable. Bachelor’s degree in public administration, business administration, human resources, or a related field. Valid California driver’s license.
