The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced and highly motivated individual to join our team as a Human Resources Field Business Partner. The Human Resources Field Business Partner directs a team of Human Resources professionals dedicated to supporting practices and objectives that cultivate an employee-centered, high-performance culture emphasizing quality, productivity, standards, goal achievement, and the continual development of a highly engaged workforce. The responsibilities of the Human Resources Field Business Partner include fostering strategic partnerships across all HR functions to provide value-added services to management and employees, thereby aligning with the Agency's business objectives. This role involves providing guidance and interpreting HR policies, and analyzing data to report on trends and performance metrics related to the timeliness and quality of employee actions. The successful candidate will serve as a champion of change and employee engagement, proactively assessing and forecasting HR-related needs and communicating them to the Division’s Central Human Resources Support Center. Additionally, participation in the evaluation and monitoring of development programs to ensure their success is required.

This position may be available for remote work within Arizona (3 days per week in the office/hoteling).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Managing the day-to-day activities of an HR team providing support and guidance to assigned regions, including but not limited to policy interpretation, employee relations, coaching and development, recruitment and staffing, benefits and salary administration, and continuous improvement.
  • Travel to statewide locations to conduct workshops/coaching sessions for management, supervisors, and front-line staff regarding HR related policies/procedures; conduct wellness checks, evaluate work environment, and employee engagement.
  • Answer questions on policies, leave administration, performance management, and other employee-related concerns.
  • Proactively engage management and front-line supervisors to develop staffing plans informed by business growth, workforce planning, analytics, and improved selection methods.
  • Serve as a front-line resource to provide advice and counsel, and to assist both employees and management with HR-related questions, ensuring total customer satisfaction.
  • Establish a method to gather data/statistics on recruitment and staffing, employee activities, and separations, and to generate reports that demonstrate the business unit's performance in these areas. Maintain and analyze results to identify trends and consult with HR Central Support Center to develop and implement countermeasures.
  • Ensure compliance with Federal and State Statutes as they relate to FLSA, OEO, EEOC, and Workers' Compensation. Complete stay interviews and exit interviews. Coordinate opportunities for the development of line management and staff, and assess effectiveness.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Principles and procedures for employee relations, recruitment and selection, training, and human resources information systems.
  • Process improvement strategies such as Lean Six Sigma (LSS).
  • Principles and practices for developing teams, motivating employees, and managing in a team environment.
  • Compliance requirements under ADA, FMLA, FLSA, OEO, EEOC, and Workers' Compensation.

Skills in:

  • Analyzing, consulting, and mediating.
  • Identifying trends and conducting root cause analysis to address workplace concerns.
  • Using computer applications, including spreadsheets, databases, and word processing software.

Ability to:

  • Establish and maintain effective working relationships with a diverse work group and the general public.
  • Present ideas and information clearly, accurately, objectively, and logically, both orally and in writing, so others understand.
  • Conduct investigations, concisely document findings, and recommend an appropriate course of action.
  • Analyze, organize, and prioritize work while meeting multiple deadlines.
Selective Preference(s):

The ideal candidate for this position will have:

  • Certifications from HRCI or SHRM (SHRM-CP, PHR, SHRM-SCP, SPHR)
  • At least eight years of HR experience working in the public sector or experience managing under a merit system or contract (CBA).
  • Experience working with employees across a variety of occupational groups, including but not limited to professionals, trades, and administrative roles.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
