Central San, a forward-thinking public utility, is seeking an experienced human resources practitioner to fill a newly created Human Resources Supervisor position. The Human Resources Supervisor will supervise the Human Resources workgroup, including three Human Resources Analyst and two Administrative Services Assistant positions. Â The position will provide leadership and technical oversight to a multi-disciplinary team supervising projects in all areas of Human Resources, including labor relations, benefits administration, payroll, recruitment, and classification and compensation.
The ideal candidate will be a well-rounded HR professional with extensive experience in labor relations. Duties of the position include:- Oversee labor/employee relations, which includes implementing and interpreting memorandum of understanding (MOU) provisions; meeting with labor representatives on a variety of issues; conducting meet and confers, managing the grievance and appeal processes; facilitating communications between management, labor representatives, and employees to resolve a variety of issues.
- Recommend, develop, and implement policies and procedures, including standard operating procedures for functional areas within the Division.
- Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, assess and monitor workload and resource allocation(s); identify and recommend opportunities for improvement.
- Conduct a variety of organizational studies and manage ad hoc projects; research and analyze industry data to develop, recommend, and implement best practices; prepare and present findings and reports to management.
- Provide guidance to District management on performance issues, performance improvement plans, and the applicable disciplinary process. Assists in or independently investigates complaints and misconduct allegations; recommends and implements corrective action.
- Oversee comprehensive employee benefits programs, including health, dental, vision, retirement, as well as a variety of supplemental benefits and COBRA administration; supervise leave administration ensuring legal and contractual compliance.
- Oversee administration of classification and compensation programs, including job analyses, classification studies, compensation studies, and development and implementation of compensation strategies.
MINIMUM QUALIFICATIONS

Education:
Bachelor’s degree from an accredited college or university with major coursework in human resources, psychology, business or public administration, or a related field.
Experience:
Six (6) years of progressively responsible experience in human resources administration or related programs, including at least two (2) years in a lead or supervisory capacity.Â
Substitution:
Four (4) years of additional qualifying experience as noted above may be substituted for the Bachelor’s degree.
SELECTION PROCEDURE

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. Â The list may be used to fill future vacancies in this classification.

Successful candidates not currently employed in regular status by the District must pass a pre-employment physical examination to be considered for appointment.
