Claim Processing: Accurately and methodically process all RLRF applications, ensuring the claim meets the statutory requirements of Title 38, Chapter 11 (e.g., owner-occupied residence, qualified services).
Adjudicative Compliance: Manage RLRF claims as designated informal adjudicative proceedings, strictly following the procedures outlined in R156-46b and R156-38a.
Notice and Tracking: Prepare and issue all required legal notices, including Certificates of Compliance, Notices of Incomplete Application, and Notices of Denial. Track the status of all claims, including those granted prolonged status. Prepare and submit the annual report to the Utah Legislature.
Financial Execution: Accurately calculate and process payments from the fund, including authorized amounts for attorney fees, interest, and costs, ensuring compliance with R156-38a.
Fund Recovery: Track and refer cases involving nonpaying parties who refuse to pay judgments, linking payment delinquency to potential unlawful or unprofessional conduct under Title 58, Chapter 1.
System Integrity: Oversee the day-to-day operations of the SCR, ensuring the electronic filing system for construction notices is accessible and compliant.
Notice Review: Monitor the registry to ensure electronic notice filings contain all required information and adhere to the time requirements of Title 38, Chapter 1a.
Technical Administration: Execute technical administrative functions, including the administrative procedures for merging Notices of Commencement (NOCs) according to R156-38b.
Compliance Monitoring: Flag potential statutory violations, such as the intentional submission of an excessive lien notice, for escalation.
Spearheading public education and outreach for RLRF, CBR, and SCR to the public and stakeholders (creating and giving presentations, creating pamphlets, meeting with industry groups, etc.).
Attend stakeholder, industry, and vendor meetings.
Accessing databases to find, enter, and/or manipulate data, and run reports.
Revise and draft the rules necessary for the programs.
Audit program fees to match the legislative-approved fee schedule.
Facilitate meetings of the Residential Construction Fraud Task Force.

MINIMUM QUALIFICATIONS
Regulatory Translation: Demonstrated proficiency in translating complex laws and administrative rules (e.g., statutes, codes, rules) into accurate, actionable administrative steps.
Data Management: Demonstrated ability to perform complex data entry, retrieval, and analysis using specialized administrative databases or electronic registries.
Experience: claims or application processing, case management, accounting, auditing, and/or legal assistant/Paralegal experience.
Autonomy: Proven capacity for self-direction, capable of prioritizing complex tasks and managing a high-volume workload with minimal supervision.
PREFERRED QUALIFICATIONS
Subject Matter Expertise: Prior experience administering a construction-related fund (like the RLRF) or administering a complicated program mandated by legislation (like the SCR).
Legal/Procedural Knowledge: Familiarity with the Utah Administrative Procedures Act (UAPA), specifically experience with adjudicative proceedings.
Utah Regulatory Knowledge: Direct knowledge of the Utah construction industry and professional licensing standards (Title 58), or experience with construction liens (Title 38, Chapter 1a).
Financial Execution and Fund Recovery: Experience in calculating and processing payments.
Communication: Experience creating and delivering clear, structured informational or instructional presentations on technical, regulatory, or compliance topics to small-to-medium-sized groups.
